IF TEACHERS NEED TO DO RCSE THEN WHAT ABOUT PTC TEACHER???

I know education policy are changing time and than but people are  still not changing around the country side of Bhutan. This issue is a hot issue among the teacher trainee when B-Ed teacher Trainee need to do the RCSE Examination even they are train for four years in their programmed if this is the case  than what about the PTC teacher? Do they need not have to up grade their qualification within the certain give time???? or do they....We all need to look back to those of the teachers who hold the PTC certificate. they are their in the field when in need but what will they do when the situation come like these???? we know there is shortage of teachers in some of the remote area as one teacher teach from class pp to class III or IV in some of the school and more over there is black and white written that teacher-student ratio will be 1:32 by year 2010. but it is sad to see that some of the school have even 60students in one section, this is were our education deliver to our students in some part of  the schools in our country and more over  as per the education policy mention in earlier that by 2010 all the schools in our country will be connected to internet facilities but Does it there in reality. a BIG NO.... I can say. so This is not a complain form me nor pinpointing somebody but it is a critic of mine and for the information those of who are wanting to know."VISIONARY LEADER  SEE THE CONSEQUENCES  OF EVERYTHING THOUSAND YEARS  BEFORE"
